THE HISTORIC DISTRICT COMMISSION OF KINSTON
The Historic District Commission oversees the many historic districts in Kinston and Lenoir County. Part of its duties is ensuring any exterior changes or additions to existing historic structures meet the Design Guidelines.
Anyone who wishes to make exterior changes or additions must submit a Certificate of Appropriateness Form to the Commission before beginning a project.
The COA should be submitted to the Planning Department, City of Kinston, 3 weeks prior to the Historic District Commission's monthly meetings (the first Monday of each month). Anyone submitting a COA is welcome to attend the meeting in which it will appear for vote.
There are, however, many improvements you can make to an historic home in Kinston which do not require a COA. These include, but are not necessarily limited to the following:
Roof repair.
Painting.
Caulking and weatherstripping.
Installation of window air conditioners, TV antennas and other temporary mechanical equipment.
Removal of trees less than 6" in diameter.
Repairs to walks, porches, fences and driveways as long as replacement/repair materials match the original.
Replacement of small amounts of missing or deteriorated siding, trim, roof shingles, porch flooring, steps, etc., as long as replacement materials match the original. (For siding, roofing and porch flooring, approximately 20 square feet or less is considered normal maintenance.
Installation of gutters and downspouts (as long as the color matches the house trim), roof ventilators or rear slopes and chimney caps.
Installation of house numbers, mailboxes and outside light fixtures.
Temporary signs such as for real estate or political.
Installation of storm windows/screens.
Note that if you are about to restore or rehabilitate an historic home, you should first submit an application for Federal or State tax credits. North Carolina is one of the states that has these incentives to historic homeowners.
